VinFast (NASDAQ:VFS) has signed an initial partnership agreement with NexMove to introduce its electric buses to the U.S. market, with deliveries of certified vehicles expected to begin in the first quarter of 2028.
The electric vehicle manufacturer announced the agreement at the APTA 2026 TRANSform & EXPO in Chicago.
NexMove, a joint venture between Transportation Management Services (TMS) and Zeem Solutions, plans to offer VinFast electric buses through a bundled service covering the vehicle, charging, maintenance and operations under a single agreement.
NexMove said it intends to provide customers with a 97% uptime service level agreement.
Demonstration Buses Planned Ahead of Certified Deliveries
Before certified and homologated buses become available, NexMove plans to deploy non-homologated demonstration vehicles at Zeem’s electric vehicle charging depots.
The demonstration programme is intended to allow fleet operators and transit agencies to evaluate the buses before the targeted start of U.S. customer deliveries in 2028.
Paul Gioupis, founder and CEO of Zeem Solutions and co-founder of NexMove, said the companies are working towards U.S. manufacturing that complies with Federal Transit Administration requirements, allowing public transit agencies to deploy the vehicles.

VinFast Plans Expansion Beyond Vietnam
VinFast currently operates approximately 2,000 electric buses in Vietnam and has also announced plans to expand its electric bus operations into Europe.
Brian Finnerty, CEO of VinFast North America, said the NexMove partnership forms part of the company’s long-term commitment to the U.S. market.
NexMove’s parent companies provide transportation, charging and fleet services. TMS has more than 30 years of experience in passenger transportation and has served approximately 140 million people across more than 5,500 events.
Zeem Solutions has recorded more than 400,000 charging sessions at Los Angeles International Airport over three and a half years. The company claims an uptime rate of more than 98%.
The U.S. delivery timetable remains subject to certification and homologation of the buses.
