Verra Mobility Corporation (NASDAQ:VRRM) shares surged 25% on Wednesday after the company announced it had reached a framework agreement with Avis Budget Group for a new seven-year contract covering tolling and violations management services.
The agreement establishes the principal commercial terms of the new partnership, while both companies continue to finalize the remaining operational and technical details.
New Contract Reshapes Commercial Relationship
Under the revised agreement, Avis Budget Group will have the flexibility to bring selected activities in-house, giving the vehicle rental company greater control over certain aspects of the service.
Verra Mobility noted that the commercial terms of the new arrangement are expected to be materially less favourable than those under the previous contract, although it did not disclose specific financial details.
Longstanding Partnership Continues
President and Chief Executive Officer Jon Keyser said the company has spent recent months strengthening its customer-focused approach.
“We have been focused on strengthening our customer-centric culture by listening closely, moving with greater urgency and aligning business and technology investments with customers’ evolving priorities.”
The new agreement extends a relationship between Verra Mobility and Avis Budget Group that has lasted for nearly 20 years.
Fleet Services Remain a Core Business
Verra Mobility provides tolling and traffic violations management services for commercial and rental vehicle fleets around the world.
The company currently supports more than 7.6 million vehicles globally and partners with more than 300 communities to improve road safety through technology and data-driven solutions.
During 2025, Verra Mobility processed more than 350 million toll transactions and handled over 5.6 million traffic violations on behalf of its fleet customers.
Investors Welcome Greater Contract Certainty
Although the revised commercial terms are expected to be less favourable than the previous agreement, investors reacted positively to the announcement as it removes uncertainty surrounding one of Verra Mobility’s most important customer relationships and secures a long-term partnership with Avis Budget Group.
